With a fierce commitment to student success and higher education access to communities across Cape Cod and Southeastern Massachusetts, John L. Cox, EdD, CPA, has served as President of Cape Cod Community College since 2012.
President Cox has led the charge for increased public support on both federal and state levels, vocal in his leadership to alleviate costs for students. He has persistently advocated for capital funding to address on-going deferred maintenance needs across public higher education, ultimately ensuring funding for the new Science and Engineering Center, with completion in 2022.
He has led the College’s expansion of unique academic programming, including an FAA-approved Aviation Maintenance Technology Program and the Funeral Service Program. Dr. Cox took a unique approach to both programs, developing a partnership with nearby Bridgewater State University to house the Funeral Service program on their campus, and offer residential housing for enrolled students.
A believer in strategic communications, Dr. Cox led significant recent change in the College’s marketing and communications efforts. This included hiring a Strategic Communications and Marketing Director to serve on his Cabinet, an overhaul of the College’s branding and enrollment marketing strategies, and the development of a new College website and mobile app.
President Cox earned his doctorate from George Washington University, and received the 2010 John Grezenbach Award for Outstanding Research in Philosophy for Educational Advancement, through the Council for Advancement and Support of Education. His work has been published in the International Journal of Educational Advancement. He has taught in the Higher Education Administration program at Kent State University and the doctorate program in Community College Policy and Administration at University of Maryland. A Fulbright Alum, and one of the youngest Eagle Scouts earning his rank at the age of 12, he understands how teamwork brings an entire organization together.

Chris is a native of Massachusetts having been born in Brockton and growing up in Easton. Fourth of six kids, Chris's working class family instilled in each a desire to obtain a college education. All six graduated with at least a Bachelor's Degree. His journey brought him to Bridgewater State University (BSU) where he obtained a Bachelor's of Science in Political Science. Unsure what career to pursue, he took classes in Public Administration his Senior year, realizing his passion.
Upon graduating from BSU, Chris decided to pursue a Masters in Public Administration (MPA) from Suffolk University. Working a work study job and in a family business, he finished his MPA in two years. He next moved to learn to be a Professional Public Administrator by obtaining positions as an Assistant Chief Administrative Officer for about a decade and half. He was a Chief Administrative Officer for three various large organizations Vernon, CT for over 2 Years, Southbridge for 5 and a half, years and Harwich 6 and a half years. He sought a change and to provide his experience as Vice President of Finance and Operations for 4C's.

Steve Connor has spent more than 36 years in public safety and emergency services, including 28 years in federal law enforcement with the US National Park Service, working in New York, New Jersey, Arkansas, the Outer Cape and Boston. In his many roles with that agency, he served as an administrator, supervisor, hiring manager & investigator. Steve was also a certified firearms instructor for 15 years, a DOT certified Breath Alcohol Technician instructor, and cross-trained in emergency services and incident command.
He established and subsequently managed a regional subcluster telecommunication operations center for the NPS in Boston and was twice presented with the Commonwealth’s Distinguished Employer Award for his work as a federal hiring manager in connecting qualified disabled individuals with employment opportunities and creating job training models. He is also a recipient of the US Department of the Interior Lifesaving award.
Prior to starting at 4Cs, Steve was the Deputy Chief of Police at Mass College of Art & Design in Boston where he served as an Implicit Bias instructor and helped manage a complex 24-hour public safety and physical security operation. The first five years of his career were spent as a NYC Special Patrolman and NYC Probation Officer. He is a graduate of the Federal Law Enforcement Training Center in Glynco, GA and holds a graduate degree in Security Management from the John Jay College of Criminal Justice. Steve was also Board Certified through ASIS International and graduated from the Problem-Oriented Policing School at FLETC, as well as the Barnstable County Fire Academy, right here on Cape Cod.
For him, the best part about working at 4Cs is being able to connect with the campus community as a public safety resource and supporting the educational and vocational missions of the college.
Dr. Carlnita P. Greene serves as the Vice President of Academic Affairs at Cape Cod Community College wherein she acts as the Chief Academic Officer to provide leadership and direction to the academic departments, academic support services, and the workforce development programs enhancing the success of students in achieving their goals. Prior to joining Cape Cod Community College, she served as the Dean of Behavioral, Social Sciences, and Global Learning at Bunker Hill Community College. Dr. Greene has over 24 years of experience in higher education advancing key initiatives designed to foster student and faculty success by creating dynamic, collaborative, and inclusive environments. She has held varied positions, at diverse colleges and universities across the country, wherein she worked in areas ranging from academic administration and program management to faculty/staff development and advising.
Paralleling her leadership experience, she has over 20 years of teaching experience in the field of communication. Her scholarship focuses on the rhetoric of media and popular culture, with an emphasis on food as communication. She is the author of Gourmands and Gluttons: The Rhetoric of Food Excess (Peter Lang, 2015) and editor of both Food as Communication/Communication as Food (Peter Lang, 2011) and Foodscapes: Food, Space, and Place in a Global Society (Peter Lang, 2019).
She earned her B.A. in English Language and Literature from the University of Virginia, her M.A. in Communication from the State University of New York Brockport, and both her Ph.D. in Communication Studies and a Doctoral Certificate in Cultural Studies from the University of Texas at Austin. She also earned a Certificate from the Institute for Management and Leadership in Education from Harvard University.
Frank Hughes, Jr. serves as the Chief Information Officer for Cape Cod Community College. Frank’s teams are responsible for the technology in the classrooms and offices on each campus, as well as the software and licensing. Frank’s teams also manage the ERP system and the College IT Help Desk.
Frank was born in Brockton and currently lives here on Cape Cod. He has worked at some of the largest companies in the world, including State Street Corp and British Telecom, with stops at Curry College, Convention Data Services and Massasoit Community College along the way.
A graduate of Flagler College, Frank also holds several certifications in IT such as ITIL Foundations V3, ITIL Problem Management, and a Blackbelt in Six Sigma Project Management.

Tammi Jacobsen serves as the Director/Chief Workforce Development Officer for The Center for Community and Professional Education (CCAPE) at Cape Cod Community College, providing operational and strategic direction to a dedicated team of 10+. CCAPE is the cornerstone of our institution's continuing education and lifelong learning opportunities, providing a diverse range of programs, including career and technical education, economic mobility programming, Workplace ESOL (English for Speakers of Other Languages) programs, career coaching and development, customized executive training for employers, industry-specific credentials, and personal enrichment.
Tammi is deeply committed to expanding and enhancing the college’s non-degree offerings, ensuring they remain responsive to evolving market and regional needs while prioritizing diversity, equity, inclusion, social justice, and belonging (DEISJ and DEIB). She advocates for inclusive career education programs that focus on serving vulnerable populations, creating pathways to professional growth and economic empowerment. Through close collaboration with internal stakeholders, including faculty, staff, and academic leaders, as well as external partners, Tammi customizes programs to provide high-quality, inclusive learning experiences. This partnership spans multiple departments and offices across the college, ensuring a cohesive and meaningful educational journey for all learners.
Tammi’s role is pivotal in enhancing the college's reputation, visibility, and impact, driving positive transformation within our region’s organizations and communities. By forging strong relationships with industry partners, employers, government agencies, non-profit organizations, community-based organizations, and other educational institutions, Tammi contributes to a shared mission of delivering accessible, high-quality education that serves and empowers the community.
With over 25 years of experience in economic development and business advisory services across New England, Tammi has honed her expertise in leading initiatives focused on professional skills development and employer-driven training programs. She is dedicated to fostering equitable opportunities for business growth and workforce advancement. Her work is fueled by a deep passion for ensuring that individuals from all backgrounds have access to the education and resources necessary to succeed and thrive in an ever-changing workforce landscape.
As a community college graduate, Tammi has first-hand knowledge of the critical role these institutions play in workforce development, local economic growth, vocational training, and offering educational opportunities to students who may otherwise lack access. Tammi holds an Associate of Arts in Elementary Education and a Bachelor of Arts in Humanities and Social Sciences.

Dr. Ben O. Latigo serves as the Dean of Science, Technology, Engineering, and Mathematics for Cape Cod Community College. Most recently, Ben served as Chief Academic Officer and Interim Executive Director at the University System of Maryland at Southern Maryland. Dr. Latigo brings over 30 years of higher education experience as Vice President of Academic Affairs and Chief Academic Officer at the former Daniel Webster College in New Hampshire; Dean and Professor in the School of Engineering and Applied Sciences at the University of the District of Columbia (UDC); Chair and Associate Professor in the Department of Engineering Technology at the University of Toledo in Toledo; and Associate Professor in the Department of Aeronautical Technology at Arizona State University. Dr. Latigo has held tenured positions at four universities. At UDC, in addition to overseeing advanced STEM programs, he also oversaw associate degree programs in aviation maintenance, engineering technology, nursing and allied health, information technology, and graphic design. While at Daniel Webster College, Ben served as the Accreditation Liaison Officer with the New England Commission of Higher Education (NECHE). Ben has also served as an accreditor for ABET that accredits programs in Engineering, Engineering Technology, Computing, and Applied and Natural Sciences. Ben has experience with institutional accreditation and assessment, programmatic accreditation, new program development, institutional strategic planning, professional development, and application of educational and instructional technologies to meet the needs of the 21ST Century. Ben’s passion is to serve the needs of all students including those from underserved communities.
Dr. Latigo earned his Ph.D. in aerospace engineering from the University of Southern California, and the M.S. and B.S. with honors, in mechanical engineering from the University of Arizona and the University of Nairobi, respectively. Dr. Latigo is a member of the American Society for Engineering Education and the American Institute for Aeronautics and Astronautics. In 2022, Omniscriptum published Dr. Latigo’s textbook, Engineering Mechanics: Dynamics. While at Arizona State, Dr. Latigo’s research led to the certification of the anti-torque mechanism for the McDonnell Douglas NOTAR® helicopter. Dr. Latigo’s aviation experience includes serving on a Presidential appointment as CEO of Uganda Airlines. Dr. Latigo is committed to developing new STEM programs at the College and serving the needs of the Cape Cod Community.

Cathy McCarron is the Dean of Arts, Humanities & Adult Education.
Previously, Cathy was Professor of English and Humanities at Middlesex Community College where she worked for 14 years. She served as department chair, co-coordinator of the Scholarship of Teaching and Learning (SoTL) Community, faculty chair of the five-year NECHE report, chair of the retention committee, member of the strategic planning steering committee, study abroad leader, and recipient of the NISOD excellence award. She taught courses in composition and literature and honors seminars in world cultures and Latin American cultures. She served as a segment leader in the Department of Higher Education’s MassTransfer initiative and has been involved in state-wide efforts related to English language learners, open education resources (OER), and assessment. Prior to her time at Middlesex, Cathy spent nearly 15 years working in administration and teaching part-time at Northeastern University. She earned her BA from Boston College, MA from Northeastern University, and is currently pursuing a doctorate in higher education leadership at University of Massachusetts Boston.
Joe is the Director of Facilities at 4Cs and has been with the College in this role for two years. He is responsible for Facilities Services, Project Management, Safety and Sustainability for the College.
He previously was a Vice President with an International Real Estate and Facilities Services firm, managing Facility Services for Procter & Gamble’s North American portfolio, with an operating budget of over $30 Million. Joe has worked for large companies such as P&G, Gillette, and Duracell with similar roles and prior to Facilities/Project Management, and also worked in the Construction Industry as a Project Manager. He has led successful projects at many Higher Ed Institutions such as M.I.T., Harvard, and Brandeis University.
In his last role, Joe was awarded the P&G Account Global LEADs Award (account M.V.P. 2010) and was awarded the 2015 Beacon Spotlight Award recognizing best of his firm’s people managers.

Dr. Patrick Preston serves as the Associate Vice President of Human Resources at 4Cs. Prior to joining Cape Cod Community College in 2017, Dean Preston served for 10 years as the Department Chair for Entertainment Management at Bay State College, Boston, MA, where he oversaw Associate and Bachelor degree students preparing for careers in the Music Industry and Audio Production. He has earned his B.A. in Theater Arts from the University of Massachusetts/Boston; his M.A. in Public History from Northeastern University; his M.B.A. from the Isenberg School of Management, University of Massachusetts/Amherst; and his Doctor of Law & Policy: from Northeastern University.

Angela Quitadamo serves as the Dean of Student Retention and Completion at Cape Cod Community College. Dean Quitadamo is a first-generation college graduate with experience and respect for traditional and adult learners balancing the demands of employment, family, and school. Her career in Massachusetts has included positions in college-access, financial aid, and college administration because she recognizes and believes in the transformative power of higher education.
Dean Quitadamo received her doctorate in Leadership and Change from Antioch University where she conducted research on the social-emotional climate in community college classrooms. Angela has also studied History and Women’s studies at the University of Massachusetts at Amherst (BA), Non-Profit Management at Worcester State University (MS), and Leadership and Change (MA) at Antioch University.

Patrick Stone has served the Director of Strategic Communications and Marketing for 4Cs since 2018. In his role, he oversees the College’s recruitment and retention messaging, advertising, on-campus and digital communications, brand management and visual communication.
A community college graduate and product of Massachusetts public higher education, he has worked in community college marketing since 2011, leading successful and innovative teams for several institutions in the south coast of Massachusetts and Rhode Island. With a passion for student and alumni storytelling, timely and relevant student marketing strategies, and powerful visual communication, he works to tell the story of 4Cs by spotlighting the people who make it special.
Patrick is an active member of the National Council for Marketing and Public Relations (NCMPR) and is currently serving on the National Executive Council for the organization. He is a former NCMPR National Rising Star of the Year and has led multiple award winning marketing campaigns.

Dr. Marianne Targino-VanBeber, Dean of Health Sciences and Professional Studies
Dr. Marianne Targino-VanBeber serves as the Dean of Health Sciences and Professional Studies. Marianne first came to Cape Cod Community college as an adjunct faculty member in the Nursing program in 2012 and joined the ranks of full-time faculty in 2015 as an Assistant Professor of Nursing, rising to Professor in 2020. Dr. Targino-VanBeber has served as Health Sciences Department Chair, Nursing Evening Option Coordinator, and Nursing Curriculum Committee Chair, demonstrating her student-centered passion and extraordinary work ethic in all these roles. Marianne’s contributions to advancing equitable student success have been transformative for the College. She served as Program Director/Principal Investigator of the Health Resources and Services Administration (HRSA) Nursing and Workforce Diversity (NWED) grant from 2017-2022, managing the $2 million budget over five years to increase preparation and representation among Nursing students. Marianne has also been a member of the Racial Equity and Justice Institute (REJI) campus leadership committee, presenting on numerous projects in this area.
Dr Targino-VanBeber earned her Doctor of Medicine degree from the University of Sint Eustatius, Master of Science in Nursing from Loyola University New Orleans, Baccalaureate of Arts from the University of South Florida, and Associate in Applied Sciences in Nursing from the University of the District of Columbia. As a lifelong learner, Marianne recently completed the Executive Leadership Certificate program at Cornell University.
Shuqi Wu is the Director of Institutional Research and Planning. She joined the Cape Cod Community College in July, 2020. Dr. Wu has over ten years of work experience in institutional research, data visualization and program review. She received her Ph.D. in educational administration from University of Hawaiʻi at Mānoa.
